燃油车出局,欧盟电动化加速

  当地时间2月14日,欧洲议会在斯特拉斯堡以340票赞成,279票反对和21票弃权,通过了欧委会和欧洲理事会达成的《2035年欧洲新售燃油轿车和小货车零排放协议》。据悉,之后该协议将交由欧洲理事会通过并最终实施。

燃油车出局,欧盟电动化加速

  按照协议内容,自2035年起,将在欧盟27国范围内停售新的燃油轿车和小货车。此外,该协议还设定了中期目标,与2021年的水平相比,将在2030年实现燃油轿车减排55%,远高于现有的37.5%目标,而小货车要实现50%的减排。

  这意味着,跨越百余年,燃油车产业在欧洲将逐渐萎缩,而2035年将成为欧洲汽车产业转型的关键时间节点。

  业内人士表示,虽然反对声依然强烈,但在零排放的目标下,欧洲汽车产业转型势在必行。该协议有望刺激欧洲汽车企业乃至产业链企业的创新和市场结构重组。同时,停售新燃油轿车和小货车是一个循序渐进的过程,车企在纯电等零排放领域的布局或将提速,也将给动力电池企业以及上游材料、设备企业释放巨量市场需求。

  车企方面,大众、宝马、奔驰、Stellantis、雷诺、戴姆勒等欧洲车企纷纷加快电动化转型,其电池采购需求料将不断提高。电池企业方面,包括宁德时代、远景动力、孚能科技、亿纬锂能、国轩高科、蜂巢能源等在内的中国电池企业,均已在欧洲如火如荼地投资建厂。

  其中,远景动力在法国、英国、西班牙已经布局三座零碳电池工厂;宁德时代、蜂巢能源各在欧洲布局两座动力电池工厂;亿纬锂能和国轩高科也分别将在匈牙利、德国建设大型动力电池工厂。与此同时,国轩高科还计划与欧洲电池制造商InoBat 合作,将在欧洲合资建设 40GWh产能。

  材料企业方面,目前,当升科技、江苏国泰、星源材质、天赐材料、新宙邦、石大胜华、中伟股份等中国锂电材料企业均已宣布将在欧洲建厂,旨在为下游客户就近提供配套服务并加强自身全球化布局。

  锂电装备企业方面,先导智能还成功收购了德国自动化装备制造商Ontec,建立海外技术能力中心;利元亨控股波兰Nowa Tepro sp. z o.o. ,进一步强化公司在欧洲本土的智能装备业务;赢合科技与德国Manz合作,合力开拓全球新能源市场。

  随着《2035年欧洲新售燃油轿车和小货车零排放协议》的推进,未来或将持续带动更多中国锂电池产业链企业拓展欧洲业务,或前往欧洲进行本土化布局,深度融入全球供应链体系。

In addition, the agreement also sets a medium-term target, which will reduce emissions by 55% for fuel cars in 2030 compared with the level in 2021, far higher than the existing 37.5% target, and reduce emissions by 50% for small trucks.


This means that the fuel car industry will gradually shrink in Europe over a hundred years, and 2035 will become a key time node for the transformation of the European automobile industry.


Industry insiders said that although the opposition is still strong, under the goal of zero emissions, the transformation of European automobile industry is imperative. The agreement is expected to stimulate the innovation and market restructuring of European automobile enterprises and even industrial chain enterprises. At the same time, the suspension of sales of new fuel cars and minivans is a gradual process. The layout of vehicle enterprises in the zero-emission fields such as pure electricity may be accelerated, which will also release huge market demand for power battery enterprises and upstream materials and equipment enterprises.


In terms of automobile enterprises, Volkswagen, BMW, Mercedes-Benz, Stellantis, Renault, Daimler and other European automobile enterprises have accelerated the electric transformation, and their demand for battery procurement is expected to continue to increase. In terms of battery enterprises, Chinese battery enterprises, including Ningde Times, Vision Power, Funeng Technology, Yiwei Lithium Energy, Guoxuan Hi-Tech, Honeycomb Energy, etc., have invested and built factories in Europe in full swing.


Among them, Vision Power has set up three zero-carbon battery plants in France, Britain and Spain; Ningde Times and Honeycomb Energy have two power battery plants in Europe respectively; Yiwei Lithium Energy and Guoxuan Hi-Tech will also build large power battery plants in Hungary and Germany respectively. At the same time, Guoxuan Hi-Tech also plans to cooperate with European battery manufacturer InoBat to jointly build 40GWh capacity in Europe.


In terms of material enterprises, at present, Chinese lithium battery material enterprises such as Dangsheng Technology, Jiangsu Guotai, Xingyuan Materials, Tianci Materials, New Zebang, Shida Shenghua, Zhongwei Co., Ltd. have announced that they will build factories in Europe, aiming to provide supporting services for downstream customers nearby and strengthen their global layout.
In terms of lithium battery equipment enterprises, Pioneer Intelligence also successfully acquired Ontec, a German automation equipment manufacturer, and established an overseas technology capability center; Liyuanheng holds Nowa Tepro sp. z o.o. in Poland to further strengthen the company's intelligent equipment business in Europe; Yinghe Technology cooperates with Germany Manz to jointly develop the global new energy market.


With the promotion of the 2035 European Agreement on the Zero Emission of New Fuel Cars and Small Trucks, more Chinese lithium battery industry chain enterprises will continue to expand their business in Europe in the future, or go to Europe for localization layout, and deeply integrate into the global supply chain system.
