数据显示,截至2024年年底,全国新能源汽车保有量已达3140万辆,动力电池装车量全球居首。随着新能源汽车的快速发展,行业机构预测,今年我国动力电池退役量将达到82万吨,到2028年,退役量将超过400万吨。
退役动力电池体量逐年快速增大,如何规范、安全回收也成为产业及全社会的重要课题。今年2月21日,国务院常务会议审议通过《健全新能源汽车动力电池回收利用体系行动方案》(简称《方案》),旨在推进我国动力电池回收产业规范化、规模化发展。
值得注意的是,近年来我国新能源汽车、动力电池出口也在快速增长,欧盟等海外地区一些政府机构也在出台相关政策,强化退役动力电池回收管理。未来,主机厂、电池厂出海如果无法寻找到合规、合需的回收渠道,将影响企业全球化发展。然而,目前海外退役电池回收渠道设施薄弱,技术较为落后,未来,与具备全球化布局的国内头部回收企业合作,构建全球化的退役电池规范回收或将是趋势。
日前,第十七届中国国际电池技术交流会/展览会(CIBF 2025)在深圳国际会展中心盛大开幕。在交流会论坛上,浙江华友循环科技有限公司(简称“华友循环”)总经理鲍伟应邀发表了题为《面向全球的新能源汽车动力电池回收利用产业布局探索》的演讲,全面阐述了华友在全球新能源锂电池回收利用领域的战略布局,并重磅发布了全球新能源锂电池循环综合解决方案及共建合作伙伴关系的倡议。
鲍伟在演讲中指出,2024年以来,国内锂电回收利用政策进一步加严,规范条件企业要求进一步提高,梯次利用场景进一步收窄,锂电回收产业集约化发展进一步加速。
从已出台的国内外相关产业政策来看,生产者责任延伸、危险废物管理和报废回收等强制性要求,对行业产生了直接影响,同时叠加国内《健全新能源汽车动力电池回收利用体系行动方案》,“循环经济政策、行业标准和央国企发力等,都为退役电池回收产业的发展提供了动力。”鲍伟表示。
与此同时,鲍伟还提到,中国与欧盟在电池黑粉管理领域的政策调整,将对全球电池产业链产生深远影响,国内企业需结合自身定位,通过多元化资源采购渠道和跨区域产能布局,优化报废电池及黑粉处理处置工艺,以及强化风险把控等手段,构建安全、可靠的跨区域资源网络。
着眼于退役动力电池这座“城市矿山”,目前很多企业跨界涌入,退役电池回收利用产能逐年大增。值得注意的是,退役电池流转以及高效经济回收体系建设仍存在诸多短板。
在此背景下,华友循环牵头承担了生态环境部专项“全链条优化的退役锂电池安全回收利用技术与集成示范”深入开展相关研究工作。
演讲中,针对当前全球退役锂电池综合利用现状以及企业出海痛点,鲍伟介绍了华友循环推出的全球新能源锂电池循环综合解决方案。
鲍伟表示,在国内市场,华友循环基于公司在国内现有的完善锂电回收处理技术、运营模式,已经构建了“国内循环服务生态链”。
具体而言,华友循环基于在中国东北(吉林长春)、华北(北京)、华东(江苏南京、浙江衢州)、西南(四川成都、广西玉林)、华中(湖北筹建)、华南(惠州筹建)等,覆盖全国范围的完善的锂电回收处理产能和锂电回收平台公司网络体系,已构建了覆盖锂电回收全流程的完善服务体系。
业务内容涵盖回收网络、梯次利用、预处理、直接回收以及冶金工艺,客户全面覆盖主流整车及电池企业。
在海外市场,华友循环通过自建、合资、合作,构建面向海外客户及国内出海企业,开展回收渠道建设、梯次储能项目落地、预处理及再生处置、循环锂电材料供应等全方位综合服务,构建面向全球的区域性“服务网络”,在符合各地区政策及经济性的基础上,打通全球闭环。
具体而言,在亚洲区域,目前华友已经构建成多类型国家参与、符合政策及低成本考虑的全链路综合解决方案,为中国及海外提供不同类型的再生锂电池原料。
在欧洲区域,华友已在欧洲锁定了两处电池破碎预处理产能,综合年产能达到5000吨。且已经构建遍布欧洲主要国家的近20个电池收集网点,同步拓展梯次和储能业务,具备在欧洲落地梯次利用和工商业储能项目的能力。
在北美地区,华友以美国为中心,围绕大客户打造材料闭环中长期服务体系,从电池包拆解处理到黑粉经济性处理。服务网点上,华友在美国和墨西哥已经布局具有资质的合作回收网点近30个,并且基于回收网点逐步构建区域覆盖的电池拆解及预处理能力,实现退役锂电池就近高效回收处理。
在大洋洲,目前华友已在澳大利亚实现预处理及黑粉交易跨境通关运输,并且逐步实现产能绑定,未来进一步拓展澳大利亚本土退役电池回收及预处理业务。

With the rapid development of new energy vehicles, industry institutions predict that the retirement volume of power batteries in China will reach 820000 tons this year, and by 2028, the retirement volume will exceed 4 million tons.
The volume of retired power batteries is rapidly increasing year by year, and how to standardize and safely recycle them has become an important issue for the industry and the whole society. On February 21st of this year, the State Council executive meeting reviewed and approved the "Action Plan for Improving the Recycling and Utilization System of Power Batteries for New Energy Vehicles" (referred to as the "Plan"), aiming to promote the standardized and large-scale development of China's power battery recycling industry.
It is worth noting that in recent years, China's exports of new energy vehicles and power batteries have also grown rapidly, and some government agencies in overseas regions such as the European Union are also introducing relevant policies to strengthen the management of retired power battery recycling. In the future, if host factories and battery factories cannot find compliant and necessary recycling channels when going abroad, it will affect the global development of enterprises. However, currently the overseas retired battery recycling channel facilities are weak and the technology is relatively backward. In the future, it may be a trend to cooperate with domestic leading recycling enterprises with global layout to build a standardized global retired battery recycling system.
Recently, the 17th China International Battery Technology Exchange Conference/Exhibition (CIBF 2025) was grandly opened at the Shenzhen International Convention and Exhibition Center. At the exchange forum, Bao Wei, General Manager of Zhejiang Huayou Recycling Technology Co., Ltd. Bao Wei pointed out in his speech that since 2024, the domestic lithium battery recycling and utilization policies have been further tightened, the regulatory conditions for enterprises have been further improved, the hierarchical utilization scenarios have been further narrowed, and the intensive development of the lithium battery recycling industry has been further accelerated.
From the relevant industrial policies that have been introduced both domestically and internationally, mandatory requirements such as extended producer responsibility, hazardous waste management, and scrap recycling have had a direct impact on the industry. At the same time, combined with the "Action Plan for Improving the Recycling and Utilization System of New Energy Vehicle Power Batteries" in China, "circular economy policies, industry standards, and the efforts of central and state-owned enterprises have all provided impetus for the development of the retired battery recycling industry," said Bao Wei.
At the same time, Bao Wei also mentioned that the policy adjustments in battery black powder management between China and the European Union will have a profound impact on the global battery industry chain. Domestic enterprises need to combine their own positioning, optimize the disposal process of scrapped batteries and black powder through diversified resource procurement channels and cross regional production capacity layout, and strengthen risk control measures to build a safe and reliable cross regional resource network.
Focusing on the "urban mine" of retired power batteries, many companies are currently entering across borders, and the recycling and utilization capacity of retired batteries is increasing year by year. It is worth noting that there are still many shortcomings in the circulation of retired batteries and the construction of efficient economic recycling systems.
In this context, Huayou Recycling has taken the lead in undertaking the Ministry of Ecology and Environment's special project "Safe Recycling and Utilization Technology and Integrated Demonstration of Retired Lithium Batteries with Whole Chain Optimization" to carry out in-depth research work.

Bao Wei stated that in the domestic market, Huayou Recycling has built a "domestic recycling service ecosystem" based on the company's existing improved lithium battery recycling and processing technology and operating model in China.
Specifically, Huayou Recycling is based on a comprehensive lithium battery recycling and processing capacity and a network system of lithium battery recycling platform companies covering the entire process in Northeast China (Changchun, Jilin), North China (Beijing), East China (Nanjing, Jiangsu, Quzhou, Zhejiang), Southwest China (Chengdu, Sichuan, Yulin, Guangxi), Central China (planned in Hubei), and South China (planned in Huizhou). It has established a complete service system covering the entire process of lithium battery recycling.

In the European region, Huayou has locked in two battery crushing pre-treatment facilities with a combined annual production capacity of 5000 tons. And nearly 20 battery collection points have been established in major European countries, synchronously expanding the tiered and energy storage business, with the ability to implement tiered utilization and industrial and commercial energy storage projects in Europe.
In North America, Huayou focuses on the United States and builds a material closed-loop medium - and long-term service system around major customers, from battery pack disassembly and processing to black powder economic processing. On the service network, Huayou has established nearly 30 qualified cooperative recycling outlets in the United States and Mexico, and gradually built regional coverage of battery dismantling and pretreatment capabilities based on the recycling outlets, achieving efficient recycling and treatment of retired lithium batteries nearby.
In Oceania, Huayou has already achieved cross-border customs clearance and transportation for pre-processing and black powder trading in Australia, and is gradually achieving capacity binding.
